Description
Ugo Mifsud Bonnici read law at the University of Malta(LL.D. 1955) and practised in the Courts of Malta (1956-1987). He served as a Member of Parliament from 1966 to 1994. Between 1987 and 1994, he was Minister of Education. His portfolio contained at times other responsibilities as Culture, Youth, the Arts, the Environment, Broadcasting, the Interior and Human Resources. During this time, he personally drafted and piloted through Parliament various laws, amongs which, the Education Act of 1988 and the Envirnoment Protection Act of 1990. In April 1994, he was elected President of the Republic for a five-year period. From November 2002 till 2013 he served on the Venice Commission (Democracy through Law) of the Council of Europe. He has authored various books and served as examiner in the Faculty of Laws at the University of Malta and he has lectured in History of Legislation, Comparative Law and the Law of Education at the same University.
