Ministers on treaty questions which do not fall within their province as a matter of grace and courtesy, he regards it as important thet there should be nothing in the manner of such consultation which might tend to develop a doctrine that such matters lay within the province of Ministers by the right of constitutional practice; and that generally he regards it as essentail to the proper maintenance of Imperial interests in the Island that practices should not develop which may, in future, place Ministers in a position in which they would be able to claim, by the right of constitutional usage, powers which the framers of the written constitution clearly did not intend to confer upon them.
