Alfred Fiorini Lowell
Alfred Fiorini Lowell (born 1941) is a Maltese civil servant and author best known for his autobiography My Life and Times: Memories and Experiences of a Maltese Civil Servant. The book chronicles 80 years of his life, from his birth during World War II through his distinguished career in Malta’s Civil Service, where he served 31 years in the Office of the Prime Minister and held senior roles such as Private Secretary to the Prime Minister, Permanent Secretary in two ministries, and Cabinet Secretary in multiple administrations.
Over his 45‑year career and seven years as Chairman of the Public Service Commission, Lowell worked under six prime ministers after Malta became a republic in 1974. His memoir not only reflects on his professional life in government but also on important personal experiences — including his family life, marriage, and the adoption of his son. Through his reminiscences, he offers insights into Malta’s political history as well as the personal journey of a civil servant dedicated to public service.
